Naval Aviation Assured PNT Industry Survey

Welcome to the Fiscal Year 2026 (FY26) Assured Positioning, Navigation & Timing (APNT) Industry Information Session
Naval Air Warfare Center – Aircraft Division (NAWCAD) invites you to participate in the FY26 APNT Industry Information Session. Their mission is to provide research, development, test, evaluation and sustainment for all Navy and Marine Corps aircraft and systems. They operate test ranges, test facilities, laboratories and aircraft in support of military operations worldwide. They are seeking technologies or systems that provide operational Navy forces with continuous access to position, velocity, attitude, and time information of confirmed integrity and of sufficient accuracy to complete our mission in all threat conditions.
Technology Focus: This call is eliciting technologies at a Technical Readiness Level 5 (TRL 5) or above. That is, a component and/or breadboard validation in relevant environment. [reference] Typically at TRL 5, the systems’ basic principles would have been demonstrated in a controlled environment and are ready for demonstration in a relevant, non-laboratory environment.
Manufacturing Focus: Interested in technologies at a Manufacturing Readiness Level of 5 (MRL 5) or above. That means, the capability to produce prototype components in a production-relevant environment. [reference] At MRL 5, an industrial base assessment is usually underway; prototype materials, tooling, and test equipment as well as personnel skills have been demonstrated on components in a production-relevant environment, though many manufacturing processes and procedures may still be developing.

Technology Requirements
🔒
Protection
The solution should provide means to continuously assess its integrity and the integrity of any information it generates. This includes fault detection, exclusion and alerting for enhanced situational awareness (SA).
✓ Continuous Integrity Monitoring
✓ Fault Detection and Exclusion
✓ Robust Alerting
✓ Enhanced Situational Awareness
🔧
Complementary
The solution should complement or augment aviation core navigation sensors: Anti-Jam Protected M-Code Receivers, Inertial Navigation Systems, Air Data Computers, Timekeeping (clocks). For Example:
✓ Geophysical Phenomena
✓ Space & Terrestrial Signals
✓ Relative Positioning and Timing
✓ Precision Timekeeping & Sync
⚙️
Adaptability
The solution should employ a modular design that uses modular system interfaces between major systems, major system components and modular systems. A Modular Open Systems Approach (MOSA) is desired.
“MOSA implies the use of a modular design, including system interfaces designed according to accepted standards with which conformance can be verified. MOSA can be employed in both defense and non-defense sectors by using a modular architecture and an open business model to add, modify, replace, and remove system components across the acquisition life cycle.” [ref]
Scalability Requirements:
↔️ Horizontal Scalability
The ability to propagate the solution to other air vehicles optimizing reuse and reducing re-design.
↕️ Vertical Scalability
The ability to update or upgrade capabilities by modifying modular components without replacing the entire solution.
The solution should implement open, non-proprietary or government-owned physical interface definitions, data exchange protocols and data models.

⚠️ Critical Requirement: Complementary PNT source(s) relying on any global navigation satellite system (GNSS) constellations for its operation must include integrity algorithms that build a root of trust and exclude untrusted measurements..
This is not a formal solicitation or a request for proposal. The information requested will be used to inform assessments, recommendations, and technical experimentation. The data collected will be presented to a government panel which may require further inquiry. An invitational-information session may be arranged with your firm at the discretion of the panel.
Response Requirements:
Due to the potential recommendation for flight experimentation, we are only seeking responses for systems meeting the following conditions:
Technology Readiness Level (TRL) = 5
Technology component or basic sub-system validation in relevant environment.
Manufacturing Readiness Level (MRL) = 5
Capability to produce prototype components in production relevant environment.
