Technology Transition Panel with TEDCO

Naval Aviation Warfare Center Aircraft Division (NAWCAD) Technology Transition Office (TTO) team members sat on a panel for Maryland TEDCO and Deftech’s cohort. Rick Tarr, TTO Director, Amy Ketelle, NAWCAD Commercial Service Agreements (CSA)/Educational Partnership Agreements (EPAs) Program Manager, and Michelle Miedzinski, Cooperative Research And Development Agreements (CRADA)/Patent License Agreement (PLA) Program Manager participated in this informative exchange. They discussed how to partner with NAWCAD with non-traditional agreements like CRADAs, CSAs, and Other Transaction Authorities (OTAs) and continued to explain how these innovative pathways open doors for collaboration, tech transition and impactful Research and Development (R&D).

On April 30, 2025, The SOMD Tech Bridge came together with the Ventura Tech Bridge for a collaborative discussion between the Airborne Electronic Attack Systems Program Office (PMA-234) and Naval Air Warfare Center Weapons Division (NAWCWD). This was a joint discussion between Captain David “Roto” Rueter, Program Manager, PMA-234, and L. Anthony Deshotel, NAWCWD Mission Information and Data Systems Team Lead, in which they chatted about the intricacies of their roles within the Naval Aviation Enterprise, how they collaborate together, and the ways they work with industry and academia to solve problems, all to support the warfighter. This hybrid event took place both virtually and in person.

The Airborne Electronic Attack Systems Program Office, PMA-234, is responsible for acquiring, delivering, and sustaining Airborne Electronic Attack systems and providing combatant commanders with Electronic Warfare capabilities that critically enable operational mission success.

NAWCWD is an organization within NAVAIR dedicated to maintaining a center of excellence in weapons development for the Department of the Navy (DoN). NAWCWD primarily operates in two Southern California locations: China Lake and Point Mugu. NAWCWD boasts a variety of state-of-the-art and one-of-a-kind laboratories and facilities that enable them to deliver unparalleled weapons research, development, acquisition, test, and evaluation for the nation’s warfighters, and offers 24/7 warfighter support to ensure the on-the-ground service member has the support they need to defend the nation at home and at sea.

On March 25, 2025 the Southern Maryland (SOMD) Tech Bridge came together with the High Desert Tech bridge for a collaborative discussion with the Chief Technology Officers from Naval Air Warfare Center Weapons Division (NAWCWD) and Naval Air Warfare Center Aircraft Division (NAWCAD). Andy Corzine (NAWCWD) and Dr. Theresa Shafer (NAWCAD) discussed the intricacies of their roles, how they collaborate together from across the country, and the ways they work with small businesses, all to support the warfighter. This hybrid event took place both virtually and in person and valuable information was shared about the compelling technologies both warfare centers are working on, as well as their unique and world class labs and facilities that are utilized to advance these technology development. 

NAWCAD is one of two product centers within the Naval Air Systems Command (NAVAIR). Located at Patuxent River, Md.; Lakehurst, N.J.; and Orlando, Fla.; these facilities support research, development, test, evaluation, engineering and fleet support of Navy and Marine Corps air vehicle systems and trainers. NAWCAD is the steward of the ranges, test facilities, laboratories, and aircraft necessary to support the Fleet’s acquisition requirements. NAWCAD provides a variety of services to the Department of Defense, other Federal agencies as well as non-Federal customers.

NAWCAD/FAA GPS Antenna Industry Day

Join us for an open discussion regarding the recent RFI: FAA GPS Antenna Request for Information (RFI) Submission. The FAA has requested support from the Naval Air Warfare Center Aircraft Division (NAWCAD) to investigate the feasibility and expected performance of applying anti-jam (AJ)/anti-spoofing (AS) GPS/GNSS technology for use in civilian aircraft applications with an initial focus on Transport and Business Jet aircraft. NAWCAD is releasing this RFI on AJ/AS GPS/GNSS technologies for eventual use in civilian aircraft applications. This RFI is a study identifying and discussing the characteristics and performance of the vendors’ AJ and AS antenna technologies that are currently available or being developed. The information learned from this RFI may be used to identify potential systems for evaluation testing at NAWCAD. Results from the RFI data and future evaluation testing will be used to develop updated GPS/GNSS AJ/AS antenna Minimum Operational Performance Standards (MOPS) and cockpit displays/annunciation MOPS for the FAA. LIVE recording will be accessible for registered attendees.

The Aircraft Launch and Recovery Equipment (ALRE) Program Office (PMA-251) and the Naval Air Warfare Center Aircraft Division Lakehurst
A collaborative dialogue between the NavalX Liberty Tech Bridge at Rowan University in Glassboro, New Jersey, and the NavalX Southern Maryland Tech Bridge at TechPort in Patuxent River, Maryland. This event featured Captain Mike Kline, Program Manager, Aircraft Launch and Recovery Equipment (ALRE) Program Office (PMA-251), and Mr. Joseph Hader, Program Director Department Head Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst Aircraft Launch and Recovery Equipment. They discussed the relationship between PMA-251 and NAWCAD Lakehurst and gave valuable insights into how industry can support ALRE and the warfighter.


PMA-251 provides life-cycle acquisition management for Navy and Marine Corps systems and equipment utilized for the launch and recovery of current and future fixed and rotary wing aircraft. ALRE products include catapults, arresting gear, helicopter landing systems, wind measuring systems, aviation-based information systems, aviation marking and lighting, recovery systems and visual landing aids, aircraft firefighting equipment, and expeditionary airfield systems and related products.


NAWCAD Lakehurst is the Navy’s engineering support activity for ALRE and Naval Aviation Support Equipment (SE), Lakehurst is the critical link between Naval Aviation and Navy Aircraft Carrier (CV) Battle Groups worldwide. NAWCAD Lakehurst is responsible for maintaining fleet support and infusing modern technology across the entire spectrum of equipment needed to launch, land and maintain aircraft from ships at sea.

25.1/A NAVAIR SBIR/STTR Topic Launch Event

The NAVAIR Small Business Innovation Research/Small Business Technology Transfer (SBIR/STTR) Programs Office held its 25.1/A NAVAIR SBIR/STTR Topic Launch on December 11, 2024. Held in conjunction with the Southern Maryland Tech Bridge, the Topic Launch was an opportunity for businesses of all classifications to interact with NAVAIR SBIR/STTR Programs Office representatives and technical points of contact. Participants were able to engage on a one-on-one basis with topic authors to ask questions about the 25.1/A-released topics and learn more about the SBIR/STTR process. This event was also held in other locations across the country to include, the Ventura Tech Bridge @ Fathomwerx, the Central Florida Tech Bridge @ the UCF Business Incubator and the Liberty Tech Bridge @ Rowan University.
