Navy Summer SBIR Event at TechPort

July 10, 2025
TechPort hosted the Navy Summer Small Business Innovation Research (SBIR) event at TechPort. Industry professionals were invited to participate in an engaging three-hour virtual and in person event featuring key insights from Naval Sea Systems Command (NAVSEA), and Naval Air Systems Command (NAVAIR) as well as NavalX’s Southern Maryland Tech Bridge, Ventura Tech Bridge, High Desert Tech Bridge, Inland Empire Tech Bridge, and Hawaii Tech Bridge. The program included briefings on Tech Bridge capabilities, System Command overviews, and best practices for proposal submissions. The highlight of the event was the Technical Point of Contact (TPOC) panel discussion, which provided expert insights and valuable perspectives. The event offered industry professionals an opportunity to connect with key stakeholders, explore the SBIR and Small Business Technology Transfer (STTR) Program and Tech Bridges, and discover how these initiatives could support their work.

Technology Transition (T2) Tide Talks with the High Desert Tech Bridge

On June 24, 2025, a Tide Talks collaboration was held at TechPort and TechGrid. This was a hybrid event that took place both virtually and in person at the Southern Maryland and High Desert Tech Bridges. The event featured a joint discussion between Rick Tarr, Director, NAWCAD Technology Transition Office, Director, SOMD Tech Bridge, and ORTA and Dylan Riley, Co-Director High Desert Tech Bridge, NAWCWD Director of Technology Transfer, and ORTA. They discussed the intricacies of their roles, how they collaborate together, and the ways they work with small businesses and academia, all to support the warfighter. They specifically covered the topics of partnering with the Navy, the roles of Office of Research and Technology Applications (ORTA) Representatives, Technology Transition (T2) and Cooperative Research and Development Agreements (CRADAs).
The NavalX Tech Bridge Network provides front-door access to Department of the Navy (DoN) priorities and opportunities for academia, startups, small businesses, and local experts who want to work with the U.S. Navy and Marine Corps. Serving as technology scouts, local networking hubs, and connection points between potential solution providers and Naval Warfare Centers and Labs, the NavalX Tech Bridges have the connections and expertise to help nontraditional technologists navigate the naval innovation ecosystem.

Technology Transition Panel with TEDCO

Naval Aviation Warfare Center Aircraft Division (NAWCAD) Technology Transition Office (TTO) team members sat on a panel for Maryland TEDCO and Deftech’s cohort. Rick Tarr, TTO Director, Amy Ketelle, NAWCAD Commercial Service Agreements (CSA)/Educational Partnership Agreements (EPAs) Program Manager, and Michelle Miedzinski, Cooperative Research And Development Agreements (CRADA)/Patent License Agreement (PLA) Program Manager participated in this informative exchange. They discussed how to partner with NAWCAD with non-traditional agreements like CRADAs, CSAs, and Other Transaction Authorities (OTAs) and continued to explain how these innovative pathways open doors for collaboration, tech transition and impactful Research and Development (R&D).

Tide Talks Collaboration with the Ventura Tech Bridge

On April 30, 2025, The SOMD Tech Bridge came together with the Ventura Tech Bridge for a collaborative discussion between the Airborne Electronic Attack Systems Program Office (PMA-234) and Naval Air Warfare Center Weapons Division (NAWCWD). This was a joint discussion between Captain David “Roto” Rueter, Program Manager, PMA-234, and L. Anthony Deshotel, NAWCWD Mission Information and Data Systems Team Lead, in which they chatted about the intricacies of their roles within the Naval Aviation Enterprise, how they collaborate together, and the ways they work with industry and academia to solve problems, all to support the warfighter. This hybrid event took place both virtually and in person.

The Airborne Electronic Attack Systems Program Office, PMA-234, is responsible for acquiring, delivering, and sustaining Airborne Electronic Attack systems and providing combatant commanders with Electronic Warfare capabilities that critically enable operational mission success.

NAWCWD is an organization within NAVAIR dedicated to maintaining a center of excellence in weapons development for the Department of the Navy (DoN). NAWCWD primarily operates in two Southern California locations: China Lake and Point Mugu. NAWCWD boasts a variety of state-of-the-art and one-of-a-kind laboratories and facilities that enable them to deliver unparalleled weapons research, development, acquisition, test, and evaluation for the nation’s warfighters, and offers 24/7 warfighter support to ensure the on-the-ground service member has the support they need to defend the nation at home and at sea.

Tide Talks Collaboration with the High Desert Tech Bridge

On March 25, 2025 the Southern Maryland (SOMD) Tech Bridge came together with the High Desert Tech bridge for a collaborative discussion with the Chief Technology Officers from Naval Air Warfare Center Weapons Division (NAWCWD) and Naval Air Warfare Center Aircraft Division (NAWCAD). Andy Corzine (NAWCWD) and Dr. Theresa Shafer (NAWCAD) discussed the intricacies of their roles, how they collaborate together from across the country, and the ways they work with small businesses, all to support the warfighter. This hybrid event took place both virtually and in person and valuable information was shared about the compelling technologies both warfare centers are working on, as well as their unique and world class labs and facilities that are utilized to advance these technology development. 

NAWCAD is one of two product centers within the Naval Air Systems Command (NAVAIR). Located at Patuxent River, Md.; Lakehurst, N.J.; and Orlando, Fla.; these facilities support research, development, test, evaluation, engineering and fleet support of Navy and Marine Corps air vehicle systems and trainers. NAWCAD is the steward of the ranges, test facilities, laboratories, and aircraft necessary to support the Fleet’s acquisition requirements. NAWCAD provides a variety of services to the Department of Defense, other Federal agencies as well as non-Federal customers.

NAWCWD is an organization within NAVAIR dedicated to maintaining a center of excellence in weapons development for the Department of the Navy (DoN). NAWCWD primarily operates in two Southern California locations: China Lake and Point Mugu.
